Nuestras Raices Board

Jennifer Vigil

NRCC Board President 

Jennifer was born and raised in the Inland Northwest, and moved back to Spokane during COVID, after living in the Puget Sound region. With a , robust, 28-year background in Healthcare Administration, Operations and Executive Leadership, Jennifer’s experience spans the full spectrum, from Primary Care, to Specialty Services, Surgery, Cosmetics, Native American Health, and Public Health in Federally Qualified Health Centers. Prior to moving back to Spokane, Jennifer served in a leadership role at Sea Mar Community Health Centers, serving the operations of 26 clinics across Western Washington, and managing grants which served Migrant Farm Workers and Seasonal Workers’ families. Her work in this arena was published nationally, with UnidosUS for the years she led this program. Currently working in the Center for Health Equity and Wellness for MultiCare Health Systems, Jennifer’s work spans 12 hospitals and related services across Washington State. 

In addition to her work in both the public and private sectors, Jennifer is the mother of two fine young gentlemen. She is the President/CEO of Son Dulce Live Salsa, a twelve-piece traditional salsa band which has been performing throughout the Northwest, headlining public events, and raising money for scholarships, and fundraisers for over 18 years. Outside of work, you will find her doing interval training on one of the area’s numerous nature trails.

Gabriela Jablonski

NRCC  Board Secretary

Gabriela is originally from Texas and works in the Spokane area as a Nurse RN. With almost 20 years of experience in this field, Gabriela started HBPA Nuestras Raíces with COVID vaccines. Gabriela has two daughters in college. In her free time, Gabriela takes flamenco classes and enjoys running and cooking new recipes. Gabriela is delighted to serve on the Board of Nuestras Raíces HBPA..

Manuel Arroyo

NRCC  Board  Treasurer

Manuel Arroyo, widely recognized in the community as "Manny," is a distinguished individual known for his professionalism and contributions. Manuel was born in Sinaloa, Mexico, and raised in a small town in Washington. He has a bachelor’s and master’s degree in professional accounting from Eastern Washington University.   Manuel has a wide variety of work experience in his current role as an Assurance Senior at the CPA firm Moss Adams. 

He has a profound commitment to helping the youth and the Hispanic-Latino community, which is reflected in his actions, dedication to the community, mentorship, and commitment to volunteering at community events. 

He understands the importance of fostering a strong, supportive community and tirelessly works to bring people together. His resilience through financial insecurity, language barriers, and cultural differences has paved his path to his journey as a professional. 

Manuel possesses a diverse set of skills that are essential for success in his new role as a Board Treasurer at Nuestras Raices.

Luis Mota

NRCC Board Officer Cultural Outreach Director

For the last 20+ years, Luis Mota has worn venue owner/manager, band manager, talent-buyer, tour manager, and event production manager/coordinator hats for bands including Chicago trio Russian Circles, and for events including SXSW, Texas Tattoo Showdown, and the New Mexico Pride Fest.

Since moving to Spokane, WA, Luis has played an important role in keeping the entertainment scene alive, acting as production manager co/owner for The Palimpsest Group . Luis helps characterize The Palimpsest Group as experienced, hard-working, and kind. Luis enjoys maki

Guillermo Espinoza

NRCC Board Officer

Guillermo Espinosa is the proud son of Armando and Abigail Espinosa, two hard-working Mexican immigrants who moved to the United States of America to raise their family of six children in rural Central Washington, in Peshastin WA near Leavenworth. Guillermo moved to Spokane in 2009 to attend Gonzaga University as a first-generation college student. This is where he gained his passion for access to education, and using his God given talents to give back to his community. Guillermo earned his Bachelor of Business Administration with a minor in Spanish at Gonzaga and later attended Eastern Washington University where he earned his Master’s in in Business Administration. He currently serves as the Associate Dean of K12 Partnerships and Outreach at Spokane Community College where he has been since 2014. Additionally, Guillermo serves on the board of Nuestras Raices Centro Comunitario, Human Rights Spokane, Spokane International Academy School Board, the Washington Council on High School and College Relations, and the Providence Regional Board for Eastern WA and Montana. Guillermo’s passion and drive comes from his lived experiences, giving voice to the voiceless, and creating access to education and skill building.

Fernanda Mazcot

Nuestras Raices Executive Director

Fernanda graduated from Whitworth University with a degree in Social Services in 2014. In 2009, [Name] received a Social Work certificate from Arizona State School.
Fernanda oversees the management and leadership of the organization, a community center that provides services in various areas to improve social determinants of health and positively impact individuals’ overall well-being.
With over 15 years of experience working in the non-profit sector and more than 10 years in mental health services, Fernanda brings extensive expertise to the field.
Fernanda is crafty and enjoys paper crafting, coloring pages, and DIY projects. Fernanda also enjoys coloring and spending time with family.

Isabel Mazcot de Torres

Director of Operations & Spokane Site Manager

Isabel Mazcot was born in Mexico and holds a degree in human services with extensive experience in finance.

In her role at Nuestras Raíces, she supports program managers in implementing services in the best way possible to enhance the community's well-being.

Isabel is a wife and mother of three who enjoys traveling, as it provides her with a different perspective on cultures and communities.

Jennifer Contreras

Operations Manager

Jennifer Guadalupe Contreras Lucatero is an alumni from Eastern Washington University with a bachelors in Spanish and Women studies. Jen is originally from Colima, Mexico and aspires to guide the Latinx community through her community organizing skills and testimonial experience as an immigrant and a first generational college student. In her free time Jen likes to be outside enjoying the PNW, traveling, and playing her guitar. You might catch her per playing at some of our events or around Spokane.

Brianda Lizeth Perez, BCOM 

Public Relations and Marketing Outreach 

Brianda graduated from Washington State University in 2021 with a double major in Multimedia Journalism and Public Relations from the Edward R. Murrow College of Communication.

Brianda worked for a local TV station as a bilingual digital producer, which helped [her/him/them] realize the need for bilingual information and resources in the Inland Northwest.

In her role at NRCC, [Name] manages social media and public relations, as well as behind-the-scenes work, events, and imagery—tasks [she/he/they] enjoys.

Raised in Michoacán, Mexico, [Name] is proud to be a first-generation student. In her free time, [Name] enjoys visiting local stores and places in Spokane and North Idaho, as well as thrifting.

Cynthia Jara Arroyo MSW, LICSWA

Clinical Director 

Cynthia is a Licensed Independent Clinical Social Worker Associate (SC 61519903) licensed in the state of Washington. She attended Eastern Washington University where she was able to receive her Master of Social Work in 2022 and Bachelor’s of Arts in Psychology in 2016. Cynthia is Bilingual, Español & English and can provide therapy and case management in both languages. Part of her work involves connecting individuals and families with resources in the community, helping them navigate various systems, and ensuring basic needs have been met. Cynthia is passionate about working with adults and providing a safe space for them to share their stories and help to destigmatize mental health. As a therapist, she has experience with therapeutic modalities such as Cognitive Behavioral Therapy (CBT), Motivational Interviewing (MI), Dialectical Behavioral Therapy (DBT), and other Mindfulness techniques. Cynthia specialize in areas including depression, anxiety, trauma, PTSD, attachment, self-esteem, and domestic violence.

Li Velasco M.A.

NRCC Director of Education

Li Velasco is the Director of Education and LUNAA Program Manager with Nuestras Raices Centro Comunitario. They attended Eastern Washington University where they earned their Bachelor of Arts in Anthropology and later went on to receive their Master of Arts in East Asian Languages and Cultures, with a concentration in LGBTQIA+ media. In their current work, Li focuses on supporting Hispanic/Latine students as they navigate the intricacies of education. As the Director of Education, they work with students to facilitate the processes of scholarship and university applications. Li’s impact at Nuestras Raices is evident in the continued enrollment of students, many
looking for their expertise to advance in their academic journeys. Outside of their work in education, Li enjoys spending time with family and friends and serves as a board member for Odyssey Youth Movement.

Jose Alvarez, MSW, LICSWA  

Esperanza Social Services & Mental Health   

Jose Alvarez, is a Licensed Independent Clinical Social Worker Associate (SC 61211109) licensed in the state of Washington. Jose received my Master of Social Work in 2021 from Eastern Washington University. Prior to this, he received my Bachelor of Arts in Social Work in 2019 from Eastern Washington University. He is Bilingual, Español & English.  

As a case manager and therapist, Jose is a catalyst, educator and problem solver for those who are experiencing barriers. He is passionate about working with individuals ages 4-adult and families. As a therapist he has experience with therapeutic modalities such as Cognitive Behavioral Therapy (CBT), Eye Movement Desensitization and Reprocessing (EMDR), Motivational Interviewing (MI), Dialectical Behavioral Therapy (DBT), Child Direct Play, and other Mindfulness techniques. I specialize in areas including but not limited to depression, anxiety, trauma, grief and loss, stress management, abandonment, self-esteem, PTSD and ADHD. I view each individual as a whole and work with them to develop the most appropriate plan.

Ana

Family Connections Supervisor  &  Case Manager 

Ana is the supervisor of Family Connections, a branch of the Department of Hope. Her role focuses on welcoming Hispanic families in Spokane with a deep commitment to the well-being of the community. She plays a fundamental role in providing essential information to help families integrate and thrive.

Her work also includes connecting families with various resources available within the Department, such as the Eviction Prevention Program, health insurance, direct services, and information from the WA Department of Labor and Industries (LNI). Additionally, she provides Notary Public services, access to the clothing and food bank, and connections to the Union soccer program for children ages 6 to 13.

Through her efforts, families are guaranteed access to resources that enhance their quality of life and strengthen the community.

Nay

NRCC Housing Advocate  

Nay's role consists of guiding individuals in finding resources that can help them thrive, regardless of their current situation. Most of the work involves assisting with state benefits, such as food stamps or unemployment, depending on each case. Additionally, Nay helps individuals obtain documents from their home countries to secure sufficient self-identifying documentation for a WA State ID, find proper housing, and access the necessary means to do so—always on a case-by-case basis. Nay also assists with various other inquiries that people may need help with.

A guiding principle in Nay's work is: "If we can do it, we will, and if not, we will do our best to find someone who can." Nay remains committed to this motto while assisting the community.

On days off, Nay enjoys spending time with two cats, being with loved ones, cooking, and working on a business focused on making herbal goods.

Celeste Bravo

Cosechando Esperanza Coordinator & Ballet Folklorico Administrator   

Celeste Bravo plays a multifaceted role at Nuestras Raíces, where she serves as a teacher and administrator for the Ballet Folklórico program, provides some case management for the Medically Complex Caregiver Community program, and supports administrative and coordination efforts for Cosechando Esperanza. Her work is deeply meaningful, as it allows her to give back to the community by offering resources, case management, and access to culturally appropriate foods. At the same time, she remains closely connected to her heritage through her passion for ballet folklórico. Celeste earned a Bachelor of Arts in Psychology in 2024. In her free time, she enjoys taking walks with her dogs, spending time with family and friends, and continuing to share the rich traditions of folklórico through dance and instruction.

Lucia Aguirre 

BSW Family and Community Engagement Coordinator

Lucia serves as the Community and Family Engagement Coordinator at Nuestras Raices Centro Comunitario, where she also functions as the Social Worker for the Family Connections program under the Esperanza department. She attended Eastern Washington University in 2022 where she earned her Bachelor of Social Work degree.

Fluent in both Spanish and English, Lucia offers social services in both languages, ensuring access and support for a diverse community. She organizes culturally relevant family events throughout the year to strengthen family bonds and cultivate a sense of community. Additionally, she leads workshops focused on mental health and available community resources.

As a HealthPlanFinder Navigator through the Washington Health Benefit Exchange, Lucia assists individuals and families in applying for health insurance, regardless of immigration status. She is also a Notary Public, specializing in family plans and powers of attorney.

Lucia is deeply dedicated to bridging the gap between social services and the Latino community, particularly those without immigration status, to ensure equitable access to essential resources.

Outside of work, Lucia enjoys spending time with her family, friends and pets.

Celeste Bravo

Resource Navigator

My name is Celeste Bravo and I am a senior at Gonzaga University studying psychology with a minor in sociology and criminology. I am a fellow and resource navigator at HBPA. I enjoy reading, dancing folklórico, extracurricular activities on campus, spending time with my dogs, and being involved en mi comunidad!

My name is Ana,  am a colleague in the front office at Nuestras Raices. I like outdoor activities and sports with my family, as well as art and reading. I really enjoy being part of this beautiful community that is fortunately growing every day in Spokane.

Francisco Gutierrez

Certified Social Financial Advisor

Francisco Gutierrez is a first-generation Mexican-American with roots and family in Jalisco and Chihuahua, Mexico. Originally from Fresno, Californina, Francisco has called Spokane home since 2013. His professional background includes serving honorably in the US Army, a Bachelor’s degree in Accounting from Eastern Washington University, project management in construction, small business ownership, serving as a fiduciary financial advisor, and former board member of HBPA (Nuestras Raices). His mission in life is to share as much education on financial literacy and help individuals become financial free. In his off time, he enjoys paddleboarding, tequila tasting, and spending time with his wife Stacey and son Royal. 

Alexis Gallegos

BSW, Youth Coordinator

Alexis Gallegos Salas works as the Youth Coordinator at Nuestras Raíces. His work primarily focuses on connecting students and young professionals with well-suited mentors, to promote a successful future. Alexis is originally from Aguascalientes, México and is the son of immigrant parents. He is also a current DACA recipient and has experience navigating through the educational system as a DACAmented student. When he’s not helping uplift nuestra raza, Alexis is playing soccer, listening to music, or watching movies with his partner, their cat Moonmoon and puppy Luna.

Stacey Gutierrez

Business Logo Marketing Consultant

My name is Stacey Gutierrez. I am a local to Washington State, born and raised. My undergraduate education covered a few disciplines, including community health and accounting. I currently work for a local software company as a Project Coordinator/Scrum Master. My husband Francisco and I also own and operate a landscaping business. Through both personal and professional roles, I discovered a passion for graphic design. I am eager to help with logo and business card designs for our community members. In our free time, my husband and I enjoy taking our son Royal outdoors to explore all there is to discover.

Nydia Martinez

Vice President

Dr. Nydia Martinez specializes in Latin American and Latinx/e history, ethnic studies, gender, DEI, and social justice. She has over ten years of leadership experience in post-secondary education and community engagement in the U.S. and Mexico. She is committed to addressing the complex root causes of problems impacting equitable access to education opportunities for BIPOC students, families, and communities through advocacy, partnerships, and community relations. She has been a contributor to our organization since 2015.

Yajaira Valentinez

Business Marketing Support - LUNAA Fellow

My name is Yajaira Valentinez, and I am thrilled to have recently joined Nuestras Raises as one of the Small Business Coordinators. Originally from Yakima, Washington, I ventured to Spokane to pursue a degree in Business Administration, as well as a Minor in Hogan Entrepreneurship and Leadership and Computer Science at Gonzaga University. I am committed to leveraging my education and experience to provide comprehensive support to small businesses, and to help entrepreneurs thrive in today's ever-changing economy. My goal is to empower individuals to build successful and sustainable businesses that will not only benefit themselves but also their communities.

Pedro Hernandez

IT & Web Specialist

I am in charge of assisting HBPA businesses with web & logo designs, as well as IT service. Graduated from Eastern Washington University majoring in a bachelors of Computer Science degree. I'm glad to help businesses expand through the world wide web.

Natalie Barton

 LUNAA student engagement Fellow

Hey there! I'm Natalie Barton, a Senior at Eastern Washington University. I'm double majoring in Secondary Education and Biology and a sister of Sigma Lambda Gamma National Sorority Inc. I am an also a HBPA Fellow! I love to be heavily involved in my community and in student life on my college campus. I hope to someday teach high school level biology and help lead the next generation of leaders!

Melody Carrillo & Emilio Carrillo

I'm Emilio Carrillo, a proud Army Combat Veteran with a strong background in law enforcement. My diverse heritage includes Hispanic and Filipino roots. With a bachelor's degree in business, I bring a wealth of knowledge and expertise to the real estate industry.


And I'm Melody Carrillo, a combat Army veteran with a Guatemalan and Honduran background. I pursued my education at the Art Institute of Hollywood, where I earned a bachelor's degree in hospitality management. Together, we are Real Estate Brokers & owners of Hidden Gem Properties at Realty One Group Eclipse.
As proud members of the Hispanic Business Professional Association, we are dedicated to promoting diversity and inclusivity. Our heritage and experiences have shaped us into compassionate professionals who genuinely care about making a positive impact within our community.

Monica Romberg Mota

Board President

Monica Mota Romberg is Founder and Director of Quiero Flamenco.

She started dancing professionally as a ballet dancer with the New Mexico Ballet Company and as a modern dancer with the UNM Dance Company. She is now on a mission to produce and create dance opportunities for local dancers. Monica believes strongly in the work Nuestras Raices Centro Comunitario and HBPA is trying to accomplish and was honored to be elected as President of the Board. She hopes to help in any way she can in the future and looks forward to the journey ahead.

Andrew Mark Carlos

Outreach Director

Andrew Mark Carlos is a community organizer from Spokane, Washington. He is a proud board member of Nuestras Raices and appreciates the cultural affirmation, the camaraderie and the support that the organization provides for the Hispanic and Latino community. While studying at Spokane Falls Community College, he found solace in spaces and organizations of color like Latinos Unidos and the annual Students of Color Conference and how they serve as a space of solidarity that encourage our communities of color. At the Falls, Carlos realized that most community college students don’t have many opportunities to engage with elected leaders so he coordinated events to bring them together. Carlos also coordinated celebrations for the Women’s Suffrage Centennial, highlighting the diverse women leaders on campus and the need for more female voices in America. He is also the first Man of Color (Hispanic and Asian) to work in the Office of the Spokane City Council. In his spare time Mark Carlos likes to try new places with his friends, try new recipes and work on his victory garden.

Mario Ruiz

Board President

Hello, my name is Mario Ruiz Ramirez originally from Guatemala, but have been serving the Spokane community since 2001 so I call Spokane my second home. I’m a proud owner of The Otis Restaurant (formerly Marandos on Sprague) located in Otis, WA along with my wife Belky Makiko Rizzo. Come check us out! My background is finances and business administration, but I’m also passionate about Latin American food and community involvement. Thrilled to serve on the board of directors for Nuestras Raíces Centro Comunitario; Hispanic Business/Professional Association and to be part of the Spokane Valley Chamber of Commerce.
